With 1.0 % of blank votes, a list needs 3.03 % of a province's party votes to enter the allocation. Blank votes count as valid, so they raise the bar.

Method: from the 2023 provincial result, each party is scaled to its national share; then each province is renormalised to its 2023 votes (iterated proportional fitting, the same as the projection). Podemos is split from Sumar in the proportion you set; SALF, with no list in 2023, is spread uniformly. Blank votes and turnout apply equally in every province.
